I have a problem that this commit fixes it, Although It was commited 6 months ago and it changes are currently in master branch but the commit is not included in any release, for example the changes are not in 1.23.13 release, Im so confused.

This feature will be present in the release they are targeting.
master is currently the development branch for v2.0.
See the pinned issue (#4500) for the status of said release and what is needed (incl. how to speed up this process) to publish the initial beta.
PRs providing bugfxes or security fixes target the 1.23.X branch instead.

The PR you are talking about was considered a feature instead of a bugfix and is thus not included in a patch release.
